[msbuild] Set the '_SdkIsSimulator' property for HotRestart builds.

This makes it easier to consume other tasks in the future that already takes
'_SdkIsSimulator'. It also documents exactly why we hardcode
_SdkIsSimulator=false for Hot Restart.
