[MEAI.Templates] Project Template should include a favicon

Browers automatically request favicon.ico when there isn't a favicon defined. Without one in the project template, there's an error in the console when running the application. During testing, these errors need to be double-checked, and this is going to run the risk of us overlooking a true positive error case.

Additionally, having a favicon applied in the project will improve the aesthetics. We could reuse the icon we apply to the project template package.
