removed extra README for Microsoft.DotNet.MSIdentity
added README.md for
Microsoft.VisualStudio.Web.CodeGeneration.Designanddotnet-aspnet-codegenerator.not for msidentity projects since the markup for github does not translate to nuget. Will change it for that later.
