Changes for scaffolding templates parity with aspnetcore templates dotnet/aspnetcore#42802

  • removed all references where CodeBlock.Block was adding app.UseAuthentication
  • will be carried over from main to 7.0.0-rc1 branch
  • only doing dotnet-aspnet-codegenerator changes for now.
  • dotnet-msidentity changes will follow soon, need a bigger rework.
