Bug: When using serve the build is injecting `build-serve` has tag outside of `body` and `head`

The script tag that sets the build-serve has flag is not being injected correctly. It is currently being injected between the head and body tag, in chrome this isn't an issue as it seems to automagically move the script tag into the head. However in IE11, this doesn't happen and reports a warning:
