This PR removes the
getMetricsdebugging endpoint from the EVM RPC canister and refactors integration tests to fetch the metrics via HTTP.BREAKING CHANGE: This change is breaking for the EVM RPC canister since it removes the
getMetricsendpoint, however this is acceptable since it is a debugging endpoint.
