Additional apprenceships data

You can only get a time series for apprenticeship on the overview page, not the FE achievement page. In the future I think we might need a specific page for just apprenticeships (or as another filter on this page). We have so much detail for this group, and it’s of interest. we could implement it either as:
a. A new dropdown that only appears for FE achieve/part
b. A new metric in the top dropdown, so we’d have FE Achieve and also Apps achieve
