Expose few values in GUI of Devtron deployment template

These are the values want in GUI

value:
- sleep 3000

autoscaling:
MaxReplicas: 2
MinReplicas: 1
TargetCPUUtilizationPercentage: 90
TargetMemoryUtilizationPercentage: 80.

Also disable lock of GUI when we edit yaml of deployment template
