Soft Deleted clusters are visible on Clusters page #478

Describe the bug
cluster soft delete doesn't affect cluster listing, need to exclude soft deleted items.
To Reproduce
Manually check cluster active = false
Expected behavior
cluster marked with active = false should exclude from listing.
