Bug: User Having "View & Edit" permission is not able to delete resources of the application but he can connect to terminal

User Having "View & Edit" permission is not able to delete resources of the application but he can connect to terminal but it should not because terminal can connect after the admin permission.

👟 Reproduction steps

1-Create an application with the name X
2-login as a sub-user with permission to View & edit for the X app
3- Then try to delete the resource for the same application
4- Then try to connect terminal

👍 Expected behavior

The user having View & edit permissions can't connect to the terminal, the terminal should connect after the admin permission .

👎 Actual Behavior

"View & Edit" permission is not able to delete resources of the application but he can connect to the terminal .
