Chart groups feature is not available in EA mode

Describe the bug

Chart groups option feature is not available in EA mode.

To Reproduce

Install devtron in EA mode
User goes chart store
Need to create chart group

Expected behaviour

While we visit chart store the chart group option should be there so we can create chart group.

Current behaviour

If we visiting chart store the chart group option is not reflecting there so where we can create chart group.
