[Feature] Enable Setting BigQuery Dataset Descriptions

Describe the feature

The persist_docs feature supports materializing descriptions for tables and columns. It would be great to add support for adding dataset descriptions.

@simbazzuk I haven't contributed to DBT before and truthfully haven't dug into the code base. I was hoping that a maintainer would triage the issue and provide their input 🤞
