[Spike] settle on build tooling

As setup.py is being deprecated and as adapters is no longer tied to core we need to revisit how we package and release adapters. Do we stick with python standard tooling or leverage tools like hatch or poetry in our build process? The research here should be timeboxed to a couple of hours.
