Consider meeting specific auto-approval toggles

Issue #8 details the ability to "toggle the requirement of manual review for one, more, or all languages." Metro is interested in extending that toggle to meeting types as well. Both toggles would then be evaluated in tandem. They mentioned potentially wanting for most event documents to be auto approved, except those with more sensitive content like Regular Board Meetings.

So we could set a toggle to automatically approve all translations in all languages, and set a different toggle to automatically approve every translation for all meetings except Regular Board Meetings. Could look something like this:
