Update Dask version in CI

Despite dask/dask#9881 being merged, I am still seeing the error in #1025 (the test passes locally for me), so maybe we can try bumping the version with this PR?

Looking at that run, seems like the issue is that we're only pulling in Dask 2023.3.2? Going to check the conda environments of the GPU CI runs and see if something is constraining us to that specific version

After creating the environment, it looks like this is because we're now beginning to pick up stable 23.06 packages that have pinned Dask:

This should be resolved with #1170, but we might be able to manually install Dask from main in your PR for now to test that the changes unblock
