Add photosynthesis helper/QC function #774
Description
Add a helper function for making Xarray DataArrays for non-CropReporter data. Fdark QC analysis was also removed in #750 so the idea would be to have one function to help check and format photosynthetic data as a pre-processing step in workflows. Proposed that we bring in the function @dschneiderch outlined in #426 (a separate QC function rather than built in to the yii function).
