Add concurrent support for Singularity

Description

We have PlantCV automatically deployed in Docker Hub, I think we can also automatically deploy a Singularity container build in Singularity Hub.

Details

This will add support for Singularity while maintaining support for Docker.

Completion Criteria

Simultaneous deployment in both Docker Hub and Singularity Hub.
