User with no presence appears in participants count

When a user has hasPresence: false, they won't appear in the People tab but they will appear in the toolbar at the top. People tab says there are n-1 people present as expected but the top bar says there are n people which defeats the whole purpose.

To clarify, I believe you are talking about the prebuilt UI? I think it depends on your use case as to whether you want that tab to represent the visible participants vs. the entire count of participants. For most use cases, I believe people have preferred the latter which is why prebuilt has chosen to use the full count. That said, you are right that the way it's presented looks more like a bug than a feature and is confusing as to why those numbers don't match. I will add a feature request for improving this UI and possibly making it settable as to whether to show the hidden count or not.
