More comprehensive test suite for restricted networking. It needs a CAWG asset that doesn't have a remote manifest, but does have an identity assertion with web:did. It also needs an asset with a manifest with an OCSP URL but no OCSP staple.
As a side-effect of this effort, I have work done to create detailed errors for OCSP fetching. At the moment we discard that context.
