spdlog v1.13.0

Replaces #60 .

Upgrades to v1.13.0, which was released in January (https://github.com/gabime/spdlog/releases/tag/v1.13.0).

Removes a patch that was upstreamed in that release: gabime/spdlog#2901

Notes for Reviewers

Besides changes in recipe/meta.yaml and removing that patch, all other changes here were made by conda-smithy.
