Add detailed Pokédex Editor roadmap - #415

Expand section 2.5 into a comprehensive "Pokédex Editor" roadmap covering API references, per-generation requirements, implemented items (Gen 1–3 simple seen/caught and bulk fill), and extensive TODOs for Gen4–9, LA and ZA. Update downstream references to point to §2.5 (replace prior "Advanced Pokedex" mention) and adjust Pokédex research/alpha tracker notes to reference the new section. Changes are confined to PKHEX_PARITY_ROADMAP.md and document expected fields, complexity, and cross-generation bulk operations to guide implementation work.
