Replace lengthy .github/copilot-instructions.md with a pointer to AGENTS.md and expand AGENTS.md: rename guidance to address AI agents/coding assistants, add a PKHeX.Core section (link + guidance to consult PKHeX WinForms for API/UI patterns and to report PKHeX issues in code comments and PRs), and move the code style/.editorconfig note into the Notes section (mentioning Debug builds treat warnings as errors). Keeps build and runtime guidance intact.
Split PR review into its own workflow job: the existing claude job is changed to skip all pull_request events, and a new claude-review job is added to run only for non-draft pull requests. The new job calls anthropics/claude-code-action with the same args and secrets but includes a prompt to review PRs for code quality, PKHeX.Core API usage, .editorconfig/style adherence, potential bugs/regressions, and test coverage.
