Cloudflare is priced per zone (domain), not per account. The doc says that cache clear rate limits are per account. How is this possible, when subscriptions are per zone?

Purge limits are defined for all the zones in your account with the same plan.

For example, all the zones in your account with a Pro plan will share the limits listed in Dev Docs for the Pro plan, and all the zones in your account with a Business plan will share the limits listed for the Business plan.
