Update Fabric from 1.x to 2.x

We need to upgrade from Fabric's 1.x line to its 2.x line.

Motivation

In addition to the 1.x being on life support at best, it only supports Python 2. We need to upgrade to Fabric 2.x to get support for Python 3.

Pitch

Not only are we on a branch that hasn't seen any work beyond critical bugfixes (and no releases in almost two years), but it does not support Python 3. Fabric 2.x supports Python 2.7 and 3.4+ which means we can implement it not only for our Python 3 migration, but also to improve the code base now. Since we are seeing some lingering issues with our current version, we might see improved stability on the newer Fabric 2.x line.
