Any Exception Counts Toward Host Exceptions #2

In cisagov/cyhy-commander-pre-config-file#19 we added some functionality to automatically pull a host out of rotation for a set period of time if it has exceeded a threshold of exceptions. However, any exception that is caught counts toward this threshold. Ideally only exceptions related to the connection to the host should count (SSHException, ChannelException, etc).
