Installing clang-11 takes the majority of time for the bpf2go test. This in turn delays the matrix based tests, lengthening the overall CI run time by a minute or two. Bump the minimum version to 13, which is pre-installed on ubuntu 22.04 runners. This way we don't have to pay the price of installation. Signed-off-by: Lorenz Bauer <[email protected]>
