docs: dual-region docs adjustments and alignments due to repository migration

Description

We're migrating c8-multi-region for 8.9 and onwards to camunda-deployment-references.
As part of that had to update links, paths, as well as decided to try to align the dual-region page better with our other guides.

Getting an internal review first before requested docs review.

related to camunda/camunda-deployment-references#1785 and https://github.com/camunda/team-infrastructure-experience/issues/560

When should this change go live?
