upgrade jupyterhub to 5.4.3

yep, that did it! i manually deployed the updated hub and user images to csusonoma-staging and everything went perfectly!

alright i'm actually going to slow my roll... there's another version of jupyterhub out that's not yet released as the z2jh helm package (4.5.2: https://jupyterhub.readthedocs.io/en/stable/reference/changelog.html#id3), and since it appears that there are a bunch of regressions happening we should wait and see.

after much wailing and gnashing of teeth, this is fully deployed on staging. i've done a bunch of spot-checking of things and i think we should be g2g to merge to prod at the end of the week.
