Update filter-scopes from "agent" to "tars,agent,tarko" to include all package scopes. Restore missing changelog entries for tarko, o-agent, and gui-agent commits.

Add missing changelog entries for versions 0.3.0-beta.8, 0.3.0-beta.7, and 0.3.0-beta.6 including tarko, o-agent, gui-agent, browser-operator, omni-gui-agent, and other scopes.
1. Update filter-scopes to include browser,infra,mcp,all scopes 2. Add missing 0.3.0-beta.5, 0.3.0-beta.3, and 0.3.0-beta.2 changelog entries 3. Remove duplicate empty 0.3.0-beta.8 section 4. Restore comprehensive commit history for all package scopes

Fixed the CHANGELOG.md issue where many release notes were missing from version 0.3.0 onwards due to incorrect
