Updates jQuery to version 2.1.3, released December 2014.
This fixes memory leaks caused by jQuery/Sizzle (the jQuery Selector parser).

It also includes the fix for this issue [impact on stackoverflow], which caused memory leaks.

FYI, I think this should still go into Release 1.2.
jQuery updates are usually well-tested and it's only a minor version update.
