Is it appropriate to add Intel drivers directly into the Docker image? For users who don't have Intel hardware or don't need hardware acceleration, wouldn't that be a waste of space?

We are building these images, there is no point to add vapi to arm.
Lets only add to amd64: https://stackoverflow.com/questions/74981053/dockerfile-cross-platform-targetarch-build-not-working

See answer 1, watch out for space (FYI I never tried myself)
