feat: gastable, record static gas in Interpreter loop

It appears that this can work, we have similar performance to the present state.

This set us up for a few things:

• gas block optimisation, still pending as it requires additional info for gas.
• Optimization for repricing EIP that is going to change a lot of static gas for opcodes.
