Windows font scaling is not respected

Describe the bug
When the system font size is changed, only the window name and the menu fontsize are updated correctly.

To Reproduce

1. run application with briefcase dev
2. change font scaling in windows settings

Expected behavior
All items in the frame should adapt the new font size

I assume the setting you mean is Ease of Access > Display > Make text bigger. And it looks like Toga ignores that setting completely, even after restarting the app.

This is separate to the main scaling setting in System > Display > Scale and layout, which works fine, and is the one I'd recommend anyone with vision problems to use anyway, because it resizes everything proportionately.
