[gradle] Add dep exclusions to only that dep#1514

Fixes exclusion handling so that exclusions apply only to the specific dependency they're declared on, not globally. This ensures that when you exclude a transitive dependency from one artifact, it doesn't accidentally get excluded from other artifacts that legitimately depend on it.
