Add information about checks timing out in failure message

If there's a timeout when (current) merge bot is waiting for PR checks on GitHub to complete, then message is the same as when checks fail. It's especially confusing when you open PR later and see that all checks are green.
Having information about checks wait timing out in bot message would make it clear what happened.

Timeout may happen for example due to big queue on CI.
