Updates SDK's integration tests to be code generated based on SDK's modeled smoke.json files. Also moves the SDK's service specific integration tests into the associated service's package. Also refactors the SDK's makefile to cleanup dependency retrieval, and remove old Go version support. Port of aws/aws-sdk-go#2308

Updates the SDK's integration tests to be generated from model files instead of Cucumber feature files interpreted each test run. This fixes the issue with the SDK unable to run integration tests using Go 1.11. This change also moves custom client integration tests into their respective client package.
Simplifies SDK's makefile package commands to prevent issues with command line arguments getting too long due to the number of packages within the SDK's repository.
