Description of the change
This makes Windows tests very fast. The timeouts issues are fixed using this and Retry timed out steps automatically #122
This uses MSVC 2017 to build Atom on Windows. Performs the test on Win 2019.
This is a patch for Build Windows with MSVC 2019 #44 and closes
path-watcher-spec.jsandproject-spec.jscore renderer tests appear to be failing #117
