Motivation: The existing invocation hid command execution failures. Modifications: Removed the powershell invocation layer. Result: Failing commands result in workflow failures as expected.

Simplify Windows matrix command invocation
Motivation:
The existing invocation hid command execution failures.
Modifications:
Removed the powershell invocation layer.
Result:
Failing commands result in workflow failures as expected.
I tested this by pointing CI pipelines to this branch.
