Motivation: UnsafeRawBufferPointer.init(fastRebase:) and UnsafeMutableRawBufferPointer.init(fastRebase:) were shimmed into NIO in apple#1696. The shim is no longer necessay. Modifications: - Revert the use of the `fastRebase` inits to the native `.init(rebasing:)`. Result: Use of native APIs instead.
