@HTHou - note that ge.apache.org is scheduled to be decommissioned this week, yet a few branches have not picked up this change and are still publishing Build Scans there:
Once the instance is torn down, these branches will still build, but fail to publish Build Scans with a warning in the console log. |

This PR migrates the TsFile project to publish Build Scans to the the new Develocity instance at develocity.apache.org.
Additionally, this PR migrates from the legacy Gradle Enterprise extension to the renamed Develocity extension and sets a projectId for use by Develocity.
