Improve release instructions for XSD publication #138
Description
Release instructions should have a section documenting how to publish XSDs to https://logging.apache.org/xml/ns. It is important to remark in the instructions that every new release of a project doesn't necessarily mean a new XSD. Hence, projectVersion != xsdVersion.
