[Dev][Release] Remove non-published GitHub releases as post-release task

Describe the bug, including details regarding any error messages, version, and platform.

If you go to the GitHub releases:
https://github.com/apache/arrow/releases

The draft releases that haven't been published (bad RCs) appear at the top of the page instead of being ordered by date:

Published Release Candidates appear ordered by date:

I think we should just remove the draft release candidate GitHub releases once we release but leave the published RC.
