In a future PR (probably #142) we can remove the
LATEST_*exports in favor of the union exports which folks should be using, and internally usingDEFAULT_MANIFEST_VERSION.In another future PR we should make the manifest version selectable during
initbut for now this just drops us to a default of 0.2
