Development of Questing Quokka has begun with an anticipated release date of October 9th, 2025. There should be no harm in adding support for it as a platform in advance of its official release.

This pull request fixes the order of the Ubuntu platform versions and adds Ubuntu 25.10 (Questing Quokka) as a supported platform now that it is in development.
