Unreadable text on selected list when "background": "none"

Description

When using none as an element's background colour in a theme, the text of the currently selected command_list item loses all contrast and disappears, making it unreadable.

Steps to reproduce

1. Select the a theme with background colour set to "none".
2. Open the command_list.
3. Observe that the text of the selected list item is unreadable due to lack of any contrast.

• transparent backgrounds #4044: Previously reported transparent background issues that were closed but may be related to "background": "none" problems
