PWA Call To Action fails to show intermittently

Describe the bug
The "New Version Available" popup shown at the bottom of the page when a new update is pushed sometimes fails to show up.

This bug could be related to this warning being flagged by LGTM in this pull request, although it is unrelated to the pull request as no changes within the pull request has to do with the file.

To Reproduce
Steps to reproduce the behavior:
Clone the Ambianic-PWA repository, install dependencies within the local PWA and then push new changes in a new pull request to trigger a preview deployment. Make subsequent updates to (re)trigger the preview deploy and test if the "New Version Available" is shown

Expected behavior
The "New Version Available" should be shown each time a user is using an outdated version of the PWA.
