Kube API server not deploying in HA mode

Describe the bug
When attempting to perform day 2 upgrade of Kubernetes as part of airshipit/airshipctl#621, the K8s API server VIP ought to be available, but seems not to be getting populated.

Need to investigate & resolve why the API Server VIP is not getting populated.

Please assign me and @sanjib-35 on this issue. Since we are awaiting design call for further dividing airshipit/airshipctl#621 into US, we can work on this together to wrap this up

This has been validated with deployment and Kubealived is working fine.
Tested with both stopping only Keepalived as well as de-provisioning the node and under both the circumstances the Keepalived behavior is as expected.
