[Core][Win8 x86 only]: Brackets will crash when switch language between different languages.

Steps:

1. Launch Brackets.
2. Click Debug > Switch Language.
3. Switch language from English to another language, for example: Japanese, French, Chinese Simplified.

Result:
Brackets crashed.

Expected:
It should switch between different languages successfully.

ENV: Win8 x86 ENU
Build: 0.27.0.8248

Notes:
This issue not reproduces in MAC, Win7 and Win8x64 OS.
If this issue not reproduce first time, please try to switch language from Japanese back to English, or switch from Japanese to Chinese, then back to English.

The stack trace is identical -- something isn't getting cleaned up in the tear down code in cef.
