Prepare new package version release for http-client

This PR prepares a new version release for the @actions/http-client package following the merge of PR #2229, which added:

• Support for ACTIONS_ORCHESTRATION_ID in user-agent
• Default user-agent when none is provided
• Sanitization of orchestration ID values

Plan:

• Understand the PR changes from Extend user-agent with orchestration ID and add default user-agent #2229
• Review current version and versioning pattern
• Update package.json version (3.0.0 → 3.0.1)
• Update RELEASES.md with new version entry
• Build and test the package
• Run code review
• Run security checks

Changes Made:

• package.json: Bumped version from 3.0.0 to 3.0.1
• RELEASES.md: Added changelog entry for version 3.0.1 with reference to PR Extend user-agent with orchestration ID and add default user-agent #2229
• package-lock.json: Updated to reflect new version

The package builds successfully and all security checks pass. This is ready for release!
