Purpose

  • Updating package versions for 4.8.3
  • Update CONTRIBUTING for new release process
  • Update generated package files for v4.8.3

Related Issues

Closes #1044
Closes #1035

Fixes some newline damage, grammatical errors, and includes new instructions for pushing a major version branch instead of force-pushing a tag.
